Get the site configuration

Return the consolidated site configuration: `site` block (subset of `/site` for fast boot), the resolved `locale`, and every global Site Builder block keyed by slug under `globals`. Convenience endpoint for SDK boot: one call gives the SDK everything it needs to render the chrome (header, footer, nav, banners). Sets `ETag` and `Cache-Control`.
